What can never be changed:  (Article I, Section 3: “the Senate of the United States shall be composed of two Senators from each state.”) ... But the guarantee of “equal Suffrage in the Senate” can never be amended (although apparently any state, large or small, that just feels like giving up one of its Senate seats can “Consent” to do so).
